Report - Bharat bandh on 30th April 2015
Final Take on the Bill:

In order to bring down the accidents and fatal on the road.
It has a plan to get transparency in the process of allotting licenses and permits.
Elevating the standard of the vehicles, making them safe for the environment.

The proposal has Rigid Fines and Penalties :

Driving Rash: INR 50,000
Driving Drunk: INR 10,000
Over-speeding: INR 1,000-6,000

Changes from the previous Draft:

The bill is no longer asking the Centre to lead the road transport, SEC 2.
Centre would gain the power to make and implement rules, adjust the penalties though.
A National road safety authority would be floated, in order to advise states, and pull cab companies under law.

Why Bus and Auto unions are opposing the Bill?

In accordance to AIRTW, the drivers in question would lose their jobs when the bill would be implemented. The process of registration and providing fitness certificates along with driving license issuance would all be privatized. And that’s the point of disconnect, as they are scared to getting the system  handed over to corporates.
